Removing front fender - rot on firewall

I've got to remove the front fenders to weld up rot in firewall that's causing wet in the cabin.
Anyone taken them off?
Is 47 on the image a captive bolt or will it juts rotate when being undone
Is there access to it from the dash without removal?
Any advice would be appreciated

47 is captive into the bulkhead, you remove the nuts, you may need some rusty nut removers and plenty of WD40 there are 2 M8 bolts as well under the servo and 2 under the battery tray

And #47 is highly likely to shear :-(

Check the battery tray. There's a grommet in th back right corner on some Gs this leaks into the footwell, so will any holes in the battery tray

Looks pretty inaccessible to get much purchase on the nuts ! But it has to come off as the mysterious wet carpet is coming from holes in the bulkhead cause by water coming down off the screen getting behind the fender assembly. And the only access is with the fenders removed.
