By and large everything will be available through your local MB dealer parts dept, (ask for at least 10% discount).
Body panels and door skins are not expensive, but interior trim parts will be and not all interior parts are still available - carpets may be difficult.. Your best bet will be to try to use existing door cards and roof-liner, but have them re-trimmed in new material. Use www.ebay.de for hard-to find or expensive items.
There's a Haynes manual on the Mercedes 300D (W123), which should help with regards to the engine and transmission, if you need to do any work on those. Otherwise, I suggest that you find a copy of MB WIS + EPC on eBay (£5 - £10) for installing on a laptop or PC. Engine service parts, brakes and shocks/dampers etc can be found from 3rd party suppliers like Euro Car Parts and they stock the OEM versions too.

Mercedes tend to use good quality carpet material in their cars, but not sure that I would spend £1,000 and I can't imagine what they have in mind (as a might fit), unless it's from a later W463 model. Most W460 came with tough vinyl flooring and not carpet, so it may be difficult to find second-hand. However I am sure that if you have the remnants of your original for a template, a good car trimmer could provide whet you require. else look for used W463 interior carpets on German ebay.

WIS + EPC
The way to get genuine EPC/WIS is through the UK MB owner club. They are affiliated with MB and you get the same access as the dealers for about £25 PA I think. I have used the VM method with CD and subscribed with a VAT number at one time to EPC but the MB owners club now seems like the easiest way.
